Course Description

FEMA’s Fusion Center Technical Assistance Program, in collaboration with the National Network of Fusion
Centers (National Network) and the DHS Office of Intelligence and Analysis (I&A), is sponsoring the Collection
Management workshop.

This one-and-a-half day workshop will bring together recognized experts from throughout the National Network
to discuss strategic approaches to complex capability development issues faced by the Network. Participants will
engage in facilitated and free-form discussions with the goal of providing recommendations for the development
and implementation of specific operational capabilities across the entire Network. Following the workshop, the
outcomes will be published and shared across the Network and with other state and local partners.

Define how to enhance tactical and strategic analysis through leading and organizing collection, prioritizing
threats, determining information needs/collection requirements, and developing key intelligence questions.


  • Participants will take part in identifying best practices, crafting policy, formulating doctrine, and recommending
    research initiatives that will benefit the Network and the domestic intelligence enterprise.
  • Participants will have the opportunity to interact with other experts in a small group setting.


  • The Fusion Center Technical Assistance Program will provide invitational travel for a limited number of
     experienced practitioners and recognized SMEs from the Network.
  •  Appropriate federal partners will be invited to attend based upon the workshop topic.
